Rev. H. R. Crockett reported that he had organized a congregation in Moberly to be known as Moberly congregation, which was on motion of said brother received under care of this Presbytery, and elder J. C. Tedford, representative from said congregation, took his seat in Presbytery.

Your committee on supplies have attended to the business assigned to them, and recommend that you pass the following order; . . . 7th, that Bro. H. R. Crockett preach to Moberly congregation one half of his time and to Sugar Creek and Roanoke each one half of his time.

We your Committee on Appeals would respectfully report, . . .
In regard to the appeal case referred to us from Moberly congregation, we believe that the session in this case has complied with the spirit of the law, yet we find a number of technical errors, and from the papers before us are inclined to believe that the full and proper spirit, as laid down in Matt. xviii: 15, 16, 17, was, to a large degree, wanting in the whole proceedings on the part of those particularly interested. But with the light before us and the interest of the cause of Christ, the Moberly congregation, the defendant and preservation of discipline, we are of the opinion that the highest interest will be subserved by no appeal being allowed, and we so recommend. And further, we recommend that in the spirit of love the Moberly session deal with the defendant in such a way as to effect a restoration and reconciliation between all parties.

Dedication at Moberly.


Sunday, May 17, was a gala day with the congregation and friends of the C. P. Church, being the day on which their beautiful church was consecrated and set apart for the worship of the living God. The morning was an ideal May day and all that heart could wish as regarded the weather. Several congregations in the city dismissed their services and at an early hour the people began to come in throngs and so continued till the church was crowded to its utmost capacity to hold them, there being 1,100 or 1,200 present.

The services were opened by an appropriate anthem by the choir, followed by invocation and a selection by Prof. Goetze's orchestra.

Next was the scripture reading by W. H. Black, D.D., President of Missouri Valley College at Marshall, Mo.

The congregation was then favored by a trio, consisting of Mmes. Wilson and Ruby and Mr. C. H. Hardin. Prayer was offered by Rev. Maness of Salisbury, followed by another anthem by the choir. The next thing in the order of the services was the destruction of the mortgages that have hung for some time like a pall over our church. This was one of the most interesting events in the course of the day to those directly interested. The pastor, Rev. R. T. Phillips, had the pleasure of tearing those documents to pieces and throwing them at his feet, after receiving them from R. A. Curran, one of the deacons of the congregation. The indebtedness of the congregation was $6,300, all of which has been raised since the first of March, without resort to festivals or clap-trap methods. The amount of money raised by the church during Brother Phillips' pastorate of fifteen months is about $10,000.

The dedicatory sermon was then delivered by Dr. Black in one of his masterly efforts, of which all Cumberland Presbyterians feel proud.

It was in keeping with the eternal fitness of things that he should preach the dedication sermon, as he was the orator of the day in laying the cornerstone of the building at its beginning. The dedication ceremony was conducted by the pastor, partially surrounded by his official board of elders and deacons, assisted by Rev. A. M. Buchanan, who very appropriately offered the dedication prayer. Thus closed one of the most interesting services in the history of the church. The people point with pride to the efforts of Rev. Phillips in raising the money to pay this indebtedness, thus relieving the church of a grievous burden. He is not only appreciated by his own people, but you hear nothing but words of commendation for him from the community at large. A goodly number were present from surrounding towns and country, some of whom materially aided the church in its final triumph. The total cost of the church, exclusive of the ground, is about $18,000. The congregation has a church of which they may justly be proud.

The sermon at the evening service was preached by Rev. S. D. Logan, pastor of the C. P. Church at Macon, Mo. Brother Logan is a forcible speaker and the people were well repaid for going out to hear him.

Your Committee on State of Religion and Supplies report that:
. . .
By the mutual agreement of the parties named, we recommend the dissolution of the following relations:
Rev. R. T. Phillips and the Moberly congregation on or before the 1st day of January next.

Your Special Committee, to which was referred the action of the session of Moberly congregation on August 12, 1897, would report that they have examined the minutes of said session of said date and extract the following from the record:
"Moved and seconded that we as a session are opposed to suppers, fairs, and socials as a means of raising money for the church." Roll called and vote stood as follows:

It will be observed that by reason of a tie the resolution failed to pass; but it was, nevertheless, recorded in the minutes and the vote thereon; and the minutes, so made up, were approved at the meeting of August 20, 1897. Your Committee regrets this action and regards its record as unfortunate, since it appears to be--whether intentionally or not--in the face of the orders, rulings, and recommendations of the General Assembly, not to say of the plain teachings of the Scriptures which are the paramount rule of faith and practice. In this connection we recommend that your body most earnestly and authoritatively insist upon session and congregations heeding and following that said deliverance of the Assembly, at its late session in Chicago, from which we extract the following:
"That the subject of Systematic Beneficence be thoroughly discussed, at least once a year, in all our Synods, Presbyteries and congregations; that every member of the church contribute regularly, systematically, and proportionately--paying not less than one-tenth of his income--to the Lord's cause; and that it be a settled policy of the denomination that each congregation should be canvassed and every member urged to pledge a definite sum to each of the general benevolences of the church, the same as for the pastor's salary. "That you express your disapproval of all indirect, unscriptural methods of raising money for God's cause, such as fairs, festivals, entertainments of any kind gotten up for that express purpose."
We suggest that your sessions read the whole proceedings of the late Assembly on Systematic Beneficence as found on pages 46 and 131 et seq., of the minutes. We are pleased to note in said minutes the unanimous passage of the following resolution, which is certainly most commendable and should be the rule of action for all your session:

"That we as the session of this church feel it our duty to come between our pastor, Bro. Phillips, and those who are opposed to him and his preaching; and, as the spiritual counsellors and advisers of this church, to request and urge all the members to fall in line and co-operate with us and our pastor in putting down every vice and desecration known to be against the spiritual interest of the church." When this resolution is considered in connection with Bro. Phillips' known opposition to fairs, suppers, etc., and his known advocacy of the tithing system, the first resolution herein-before mentioned should receive a most charitable interpretation. This last resolution also speaks well for the session and pastor in their attitude toward the popular vices and amusements that are in these days so detrimental to the vitality and spirituality of the church, especially when taken in connection with the orders made by the session for the pastor to preach on Scriptural giving, and dancing, and card-playing.

First, that of R. A. Curran of Moberly congregation. The facts are as follows:
There are eight Elders belonging to the session. There were present at the meeting which elected Bro. Curran six of these Elders and the pastor in charge, five Elders voting.Bro. Curran received three of these votes by the elders and was declared elected. . . .
We recommend that Bro. Curran and Bro. McRea are entitled to their seats.

The congregation of the Cumberland Presbyterian Church of Moberly, Mo., through its official board in regular called session, August 16, 1906, with the following officers present: Elders H. F. Do most respectfully petition your venerable body to transfer this congregation from McGee Presbytery to the Hannibal Presbytery.
